The national average payment for each MS-DRG is calculated by multiplying the fiscal year relative weight of the MS-DRG by a national average hospital Medicare base rate. The national average hospital Medicare base rate is a weighted average of four categories (weighted by the number of hospitals in that category). The relative weights are taken from the column in Table 5 that includes the 10% reduction cap.
